Integrated Locality Partnerships (ILP’s) are a way of joining up a wide range of local services to tackle the root causes of health inequalities and improve people’s health and wellbeing. They are part of the Integrated Care System.

Integrated Care System

One Gloucestershire Integrated Care System (ICS) is the partnership between the countys NHS organisations and Gloucestershire County Council. By working together ICS member organisations aim to deliver more joined-up support and services within communities to address health inequalities and improve public health. You can find out more about the ICS here

Integrated Locality Partnerships

Integrated Locality Partnerships (ILPs) are partnerships made up of organisatons from the VCSE sector, Public sector and a range of other agencies within the county. These organisations work in partnership to bring services together and plan how they are delivered within local communities. Their aim is to deliver the priorities set out by Gloucestershire's health and care partnership. This is called a ‘population based approach’ to improving health and care because it is tailored to the areas that people live in. You can find out more information about ILPs here.

ILP Representatives

In Gloucestershire, the VCSE sector has ILP representatives in each of the six districts within the county. Representatives are responsible for:

  • Developing relationships between public sector organisations and the VCSE sector
  • Supporting effective communication and improving the way both sectors work together at a local level
  • Gathering and representing people’s experiences, priorities, views and concerns
  • Sharing information about the work of the ILP and the opportunities it presents

Representatives talk to local VCSE groups & organisations and attend forums - they champion the VCSE sector as an equal partner in the design and delivery of services.

How are representatives accountable?

Representatives are appointed from the sector and are accountable to the sector. This is overseen by Gloucestershire VCSE Strategic Partnership. You can find more information about the Strategic Partnership here.

I’m Angela Gilbert, Community Development Team Manager for GRCC. I'm the VCS Representative (Rep) for Cheltenham on the county's Integrated Locality Partnership (ILP). Do you believe that the VCSE sector has a part to play in shaping, supporting and delivering local services that help improve wellbeing? Our Reps are responsible for developing the relationship between public sector organisations and the VCSE sector. I’m Tracy Clark, CEO of Young Gloucestershire and Infobuzz, and the VCSE Representative (Rep) for Tewkesbury Borough Integrated Locality Partnership (ILP). ILPs are a way of joining up VCSE and public sector services to improve local people’s health & wellbeing.

Tewkesbury ILP is a vibrant meeting where we grapple with the challenges our community faces and seek opportunities to positively impact the community. Whether that’s understanding the facts and figures, influencing decision making, distribution of funding or seeking ways to hear the voice of our community. In addition, as a Rep we seek to bring the VCSE sector in Tewkesbury Borough together (this is a work in progress) to ensure that we can represent the wider voice of the VCSE sector at the ILP.

I’m looking for someone from a VCSE sector group or organisation who would like to share this role with me and make a real difference in Tewkesbury. We would work and learn together to ensure the VCSE sector is heard. The main tasks are:

  • Gathering views from and providing feedback to the local VCSE sector
  • Attending the ILP meetings and being a strong voice for the sector
  • Encouraging VCSE sector groups & organisations to take part in ILP work programmes and initiatives

The time commitment is approx. 4 -6 hours per month and my organisation gets paid a contribution for my time.
